    I.  DIGITAL TV TRANSITION: THE STATE OF PREPAREDNESS (9:45am-10:45am)
    We will hear progress reports from the NAB and the TVB on the February 17th, 2009 transition from analog to digital television.  Jonathan Collegio, NAB, will discuss the status of the converter-box program, consumer education effort, and lessons learned from the Sept. 8th early analog-turnoff for Wilmington, N.C.  Susan Cuccinello, TVB, will review Nielsen/audience measurement issues associated with the transition, including market by market data on unready and partially unready homes, the delay of Feb. sweeps to March and discuss highly impacted demographic groups.

    II.  MEMBER CASE STUDY: SEARS & GOOGLE TV ADS  (11:00am - 11:45)
    Perianne Grignon of Sears will be sharing results of a recent test with Google TV's ad auctioning system.

    III.  ESHOO BILL:  EXCESSIVELY NOISY COMMERCIALS (noon - 12:30)
    Congresswoman Anna Eshoo introduced a bill to address loud, "excessively noisy" commercials.  The bill is called the CALM Act - Commercial Advertisement Loudness Mitigation Act and asks for the Federal Communications Commission to prescribe a standard to preclude commercials from being broadcast at louder volumes than the programs material they accompany. 
    1.      Are you aware of any advertisers who purposely program the audio in their commercials to be louder than the programs?
    2.      Do you have any learning about the use of volume in commercials to attract attention (recognizing that excessively loud commercials could also have a negative impact)?
    3.      The legislation would limit the volume of commercials to the same level as the programs they accompany.  Would you see any issues with this for your company?
    We'll share an update from Washington and committee members' thoughts on the bill.
